BBC Gaza Documentary Deemed a 'Significant' Breach of Broadcasting Regulations, Declares UK Media Regulator
The BBC committed a "significant breach" of broadcasting rules by not revealing that the voice of a film about the Gaza situation was the child of a Hamas official, as determined by British broadcasting authority Ofcom.
An investigation by the broadcasting watchdog into the documentary titled Gaza: How to Survive a Warzone has determined that the documentary was "significantly deceptive".
The BBC's director general had earlier expressed regret, noting there had been "a significant failing in relation to truthfulness".
The authority has instructed the BBC to air a peak-time statement about its findings.
"Since this amounts to a significant violation of our rules, we are directing the broadcaster to transmit a announcement of our findings against it on BBC2 at 9pm, with a date to be confirmed," the regulator stated.
'Risk to Erode Trust'
The regulator's statement stated: "Our probe concluded that the documentary's omission to reveal that the presenter's father held a position in the Hamas-run authority was significantly deceptive.
"This implied that the public did not have essential details which may have been extremely pertinent to their evaluation of the narrator and the information he presented.
"Confidence is at the heart of the bond between a television network and its viewers, particularly for a public service broadcaster such as the British Broadcasting Corporation.
"This oversight had the possibility to damage the very considerable degrees of credibility that viewers would have put in a documentary produced by the BBC about the Israel-Gaza war."
The film was pulled from the online platform in the month of February after the narrator's personal associations came to light, and in July an corporation's own inquiry found it violated the broadcaster's journalistic standards on truthfulness.
A BBC spokesperson stated: "The Ofcom ruling is in line with the results of the corporation's inquiry, that there was a significant failing in the documentary in relation to the BBC's Editorial Guidelines on accuracy, which reflects regulation 2.2 of Ofcom's Broadcasting Code.
"We issued an apology for this and we agree with the authority's determination in its entirety. We will follow the penalty as soon as the date and wording are confirmed."
